Well, since folks seem to be insisting…

Tariffs are a tax.

Regardless of collection method taxes get passed on to the consumer.

In my mind, the constitution is pretty clear that taxes have to be approved by the legislature.

I could see a legitimate argument from a constitutional perspective that the executive could refuse to collect an approved tax or fee, but not collect an unauthorized tax.

It's just a tax, appears on my electronic parts invoices right below the state sales tax. No mystery.

Is it inflationary? It raises costs, but inflation classically is caused by an excess of M2 over GDP.
