I had a passport back in 1980. Recently, I picked up a passport application at the local post office. It asked if I used to have one, what was the number or I need to declare it lost. I just can't find it. Will having lost a passport prevent me from getting a new one?

I had the same thing happen just a few months ago. My passport was expired and lost. I put on the application it was lost but expired. Didn't cause me any trouble getting a new one.

Mine had expired many years ago. But I sent it in and got my new one real fast during the crunch. They also sent my old one back.
