Three things come to mind when I read this article:
1.Where in the hell was the halter on this Cow?
Any livestock I ever took to a Fair was halterbroke.
2. Why is it that as soon as a cop is bowled over the decision is "SHOOT".

3. Why is it a Cow gets loose and you have a page of news, armed gunmen take $100,000 cash from the same fair and it gets
one sentence of news.

This whole story is pathetic and bolsters my belief that citizens are getting so far from their roots that we are in deep trouble, now a momma cow is a wild uncontrollable animal that must be shot and armed gunmen stealing a $100,000 is commonplace barely newsworthy. I say shoot the freakin gunmen (predators) and someone without their head up their ass herd the cow off to greener pastures.

Just got back from the Nat'l Brahman show in West Monroe La. Several cows got loose, and several kids got run over, just like every single cow show I've ever been to, but fortunately, we just dusted the kids off and tied up the offending bovines.
I will also say that a 1200 lb. dairy cow would be something to behold. That would be something pretty darn rare indeed. Not being there, I shouldn't comment, but I think that a man with a clue and some balls would have had a different answer to this situation. Usually a rodeo going on during a state fair, why didn't they call up a couple of those cowboys. This would have been over without gunfire in ten minutes. Pitiful. Frowner

BTW, PETA members do frequent these shows, however, they are always there to provoke the humans and are ABSOLUTELY CLUELESS about the animals. I'm gonna stop now while I still can...

You may not like this answer but I can tell you most likely why this cow was shot.

It is called liability. Again, you may not like the answer but the state of civil liability in CA is pretty sad. If this cow knocks over an employee or a contractor working at the fair and that person breaks an arm or a leg or gets a concussion, the state, and the city and county of Sacramento are likely going to be subject to a several $100k lawsuit and potentially a million.

The plaintiff's argument will be that given the previous incidents with this animal that the authorities either knew or reasonably should have known that this animal was a threat to public saftey and could cause great bodily injury or even death to someone.

If the cow injures someone during the period where the staff is looking for the cowboys to control this bovine, the legal system is not going to care that they tried to do the right thing.

To make matters worse, if an officer attempted to control this animal and the animal broke loose again and then hurt somebody; the first thing the palintiff's attorney would do is go after the officer's training.

So Officer Friendly, are you trained as a cowboy? - No

I see, and after you attempted to control the animal it broke loose and ran over Johnny the Janitor? - Yes

Ladies and gentleman of the jury Officer Friendly was attmetping to do something that he is not qualified to do and he made matters worse.

The City/County/State Risk Manager says - Officer Friendly you were acting outside the scope of your employment and certainly outside the scope of your training and therefore - we the City/County/State are separating ourselves from you and you will pay for the damages out of your own pocket.

Now did everybody think about all these things...maybe, maybe not.

But the likely thought process was - this thing is on the loose, this is 2nd or 3rd time we have had to try and control this animal. I have several hundred workers at risk - it is a cow's life versus potential great bodily injury to a human being, the cow dies.

This simple story illustrates the screwed up logic in our state/country.

In CA an officer was responding to a rape in progress:

1. He was on a four lane (two in each direction) divided road with a 45 mph speed limit.
2. Lights and siren operating
3. He is approaching a traffic light controlled intersection that also uses the traffic light to control left turns as in red and green arrows.
4. As he is approaching the intersection, he has a red light and is slowing down.
5. About 50 feet from the intersection the light turns green for him.
6. There is a lady in the oncoming left turn lane waitng to make a left turn across the officers path, she has had a solid red arrow for over 2 minutes
7. When the light turns green for the officer, she still has a solid red arrow no left turn arrow.
8. The officer contnues to slow and looks directly at the driver of the other vehicle and she looks at him.
9. He now begins to accelerate thru his green light inetrsection.
10. She turns left in front of him against a red arrow, crash

Officer is found negligent, driver awarded $70K. Why?

The officer should have known that drivers act erratically when they see/hear lights and siren.

It is all well and good to say "it shoudldn't be this way" but it is.

What I have learned on AR, since 2001:
1. The proper answer to: Where is the best place in town to get a steak dinner? is…You should go to Mel's Diner and get the fried chicken.
2. Big game animals can tell the difference between .015 of an inch in diameter, 15 grains of bullet weight, and 150 fps.
3. There is a difference in the performance of two identical projectiles launched at the same velocity if they came from different cartridges.
4. While a double rifle is the perfect DGR, every 375HH bolt gun needs to be modified to carry at least 5 down.
5. While a floor plate and detachable box magazine both use a mechanical latch, only the floor plate latch is reliable. Disregard the fact that every modern military rifle uses a detachable box magazine.
6. The Remington 700 is unreliable regardless of the fact it is the basis of the USMC M40 sniper rifle for 40+ years with no changes to the receiver or extractor and is the choice of more military and law enforcement sniper units than any other rifle.
7. PF actions are not suitable for a DGR and it is irrelevant that the M1, M14, M16, & AK47 which were designed for hunting men that can shoot back are all PF actions.
8. 95 deg F in Africa is different than 95 deg F in TX or CA and that is why you must worry about ammunition temperature in Africa (even though most safaris take place in winter) but not in TX or in CA.
9. The size of a ding in a gun's finish doesn't matter, what matters is whether it’s a safe ding or not.
10. 1 in a row is a trend, 2 in a row is statistically significant, and 3 in a row is an irrefutable fact.
11. Never buy a WSM or RCM cartridge for a safari rifle or your go to rifle in the USA because if they lose your ammo you can't find replacement ammo but don't worry 280 Rem, 338-06, 35 Whelen, and all Weatherby cartridges abound in Africa and back country stores.
12. A well hit animal can run 75 yds. in the open and suddenly drop with no initial blood trail, but the one I shot from 200 yds. away that ran 10 yds. and disappeared into a thicket and was not found was lost because the bullet penciled thru. I am 100% certain of this even though I have no physical evidence.
13. A 300 Win Mag is a 500 yard elk cartridge but a 308 Win is not a 300 yard elk cartridge even though the same bullet is travelling at the same velocity at those respective distances.

Mike nailed the whole thing with his explanation. I live about 30 minutes from where this happened, and it was all over the news for days, while more important stuff was ngelected. All the AR groups have gotten involved, and now want a say in how the fair conducts their affairs with animals. Oneo of the things they're seriously considering now is showing videos of animal births, rather than live animals births. Never mind that over a thousand animals have been born at the fair over the years, and the educational aspects that children (and adults too) have gotten from actually seeing agriculture live. Now, over one unfortunate indicdent, they want to go to video instead. Just another example of our F'ed up societal leaders trying to protect us from ourselves. This state is so screwed up, it bears no resemblance to the place I've lived all my life.
