Reno, Nev - Before an audience of more than 200 international conservationists, the Honorable Minister of Tourism and Arts Sylvia Masebo of Zambia outlined her country's vision for sustainable-use conservation at the Safari Club International (SCI) meeting in Reno, Nev. Over the past two days, the Honorable Minister Masebo has met with the leaders in lion conservation, the leaders in big game conservation, and ardent hunter-conservationists in order to better understand the symbiotic relationship between rural communities in Zambia and the wildlife dynamics.

The audience of conservationists recognized the true dedication the Honorable Minister Masebo has made to ensure that wildlife and conservation will remain a priority for the Zambian government. The Minister also noted that the hunting community, the hunters themselves, will be the most dedicated of conservationists in helping to fund the most accurate population surveys for the country's big game species. The Minister has also called for continued interactions between the hunting community and the anti-poaching rangers to improve enforcement throughout the many national parks and game reserves in Zambia.

"Safari Club International is incredibly appreciative of Minister Masebo taking the long journey to Reno, Nev., to address the conservation focused hunters of our organization," said SCI President John Whipple. "Her commitment to work collaboratively with SCI and the entire hunter-conservationist community is truly welcome, and SCI's members are today committing hundreds of thousands of dollars to conduct the necessary scientific research that is needed for Zambia's big game species."

The Honorable Minister of Tourism and Arts Sylvia Masebo concluded her remarks to the members of SCI with a standing ovation from all in attendance at the Annual Hunters' Convention.

Is there hunting ln Zambia in 2013? After reading through minister's statement I can't tell. She talks about conservation but nothing about banning hunting or hunting in limited areas

It is my understanding that private property hunts are still absolutely fine for 2013 and hopefully the government areas might be back up in 2014.

I spoke with Laura DuPlooy at the convention. Her comment was that cats were out for a year, and then they will reassess that. She thought it likely they will be back next year, but with drastically smaller quota. They are hunting their Tondwa concession, and she told me that the concessions that were up for tender were the ones shut down.

I don't want to put words in anyone's mouth, but they were selling hunts at the convention.

Hi Mark,
as I told you in Reno- us guys with concessions and only buffalo, hippo and crocs to sell will need all the support we can get to cover our community pledges and overheads.

I have hunted with my good friend Gavin Hume on numerous occasions over the years in his concession Kosonso/Busanga - and have seen first hand the hardship and toil that they have gone through to make things better for the surrounding community and wildlife ! Lets hope that the authorities see the light, and do the right thing - because if not the wildlife is doomed - and that's a fact !! Unfortunately I can just see the unscrupulous canned lion operators in South Africa rubbing their hands with glee !!

Let's give her space- let's be honest ZAWA and the quotas and tenders were in a mess. Maybe we cry this year but smile for many years to come.Derick

Laura is correct. I am in West Petauke in the Valley and carrying as normal without cats and elephant.This may feel like a disaster now but in the longterm it might be a very good thing. The Minister asked us as the hunting community to convince her that the cats can be hunted on a sustainable basis- so it's up to us. SCI gathered more than a million dollars last night towards lion research- jolly good start.

it is very clear and as follows:
NO cats, NO elephants and NO hunting in 19 blocks up for tender or unfenced ranches. Some concessions with current leases can hunt but no cats or elephant. Open blocks are Sichifulo ( Greg Butler), Chiawa ( Royal Zambezi, Doug Reynolds), Mufunta (Zaeed Patel- Kwalata Safaris),Tondwa ( Johnny Du Plooy),Rufunsa ( Rashid- Strang Middleton).Let me know where and with whom you are supposed to hunt and I will tell you if it is OK or not. I am a member on the executive committee of PHAZ and we wish to keep Zambia in good standing.

I'm pretty sure Namwala (Werner Van Noordwyk) is still open, too. Werner takes some very nice sable there (49" being his biggest), and it's one of the prettiest areas in Zambia.

ZAWA scandals: Harrington writes to chief Justice seeking tribunal against Masebo

Former Communication andTransport minister William Harrington has written and submitted a letter to the Chief Justice Lombe Chibesakunda asking her to appoint a tribunal to investigate toursim minister Sylvia Masebo.

Harrington, in his letter to the Chief Justice, requests that a tribunal be set up to investigate various media allegations to the effect that Masebo breached the Public Procurement Agency Act by interfering in the tender process when she cancelled duly awarded concession licenses by ZAWA .

Harrington said the tribunal should investigate media allegations of interference and abuse of office by the Masebo in the tender process where she ordered the withdrawal and non-publication of the list of successful bidders for hunting concession licences and cancellation of tender processes in breach of the Zambia Public Procurement Agency (ZPPA) Act of number 12 of 2008 as quoted in the Sunday Nation of January 6, this year.

The other allegation being the appointing of a committee to prepare her own bidding document in breach of the ZPPA Act, which was also published in the Sunday Nation of January 6, this year.

Mr Harrington also called for investigations into media allegations of abuse of office and breach of contracts and the Parliamentary and Ministerial Code of Conduct Act Part II Section 3 (c) on the part of Ms Masebo, when she dismissed senior ZAWA management officials being public officers from employment on allegations of corruption in the hunting concession licences tender process.

Mr Harrington quoted the Post Newspaper of January 3, this year, the Times of Zambia and the Post Newspaper of December 31, last year, respectively and the Times of Zambia of January 2, this year.

He called for investigations in media allegations of the breach of the ZAWA Act by the Minister when she issued a verbal instruction to ZAWA officers to hunt wildlife without issuing Special Licence and allegations of irregularities and corruption by ZAWA management in the handling of tender for hunting concession licences as quoted in the Times of Zambia of December 31, last year.

Mr Harrington also said Ms Masebo should be investigated on whether procedure was followed in the banning of hunting.

“Investigate media reports that the Minister is in breach of State security by failing and/or neglecting to report to Government security wings that foreign registered aircraft are violating Zambian airspace to uplift, out of Zambia some wildlife species or Government trophy as reported in the POST newspaper of January 3, 2013 and the Daily Nation of January 4, 2013,” Mr Harrington said.

He said the tribunal should also recommend to Government appropriate administrative action based on the findings of the investigations as provided under the Parliamentary and Ministerial Code of Conduct Act.
