I thought at first maybe this was a John Pierce wanna be... then the lugs really through me off. They look like a 788?

I saw that yesterday & at first thought Husky till i scrolled down to the photo of the bolt lugs.

I was thinking it is possibly one of the Voere actions. Maybe a Sauer? There was also a company called Golden Eagle that made a Weatherbyish looking rifle that had a similar look.

Weatherby and Newton are the only ones I can think of with the front locking like that.
788's had the rear lugs.

I'm quite sure this action is from TAP LAKELANDER m375.

This action model was first patented and made in Finland in Tampereen AsePaja named gunshop but later sold to sweden.

Here is what is claimed to be a M375 Lakelander:

It is similar but not that model. Maybe an earlier version? Whatever it is, it looks like it spent some time at the bottom of a fjord.

I've seen a couple shop made actions in my travels, this action strikes me as one especially as it has not been ID'd to a particular manufacturer- I'd agree; looks like a gunsmith got the bug and tried one.
