I was thinking it is possibly one of the Voere actions. Maybe a Sauer? There was also a company called Golden Eagle that made a Weatherbyish looking rifle that had a similar look. I'm quite sure this action is from TAP LAKELANDER m375. This action model was first patented and made in Finland in Tampereen AsePaja named gunshop but later sold to sweden. | |||

I've seen a couple shop made actions in my travels, this action strikes me as one especially as it has not been ID'd to a particular manufacturer- I'd agree; looks like a gunsmith got the bug and tried one. | |||
