It is a bold shroud that allows you to have a round in the chamber without having the bold cocked (nor the firingpin touching the primer)
You can cock/uncock by moving the lever.
Similar systems are quit popular on safety systems such as the Mauser M03 and the Blaser line of rifles.

Sorta space-age looking, Weatherby, etc. Not my cup of tea for a classic Mauser either but I'm sure it works well and different strokes for different folks.
