They are and work well. I have been using the rifle featured in that Rifle magazine article and the only flaw I can see is that the bolt stop needs to be ground back quite a bit. It works fine but has to compromise strength some what. My bet is that that is one of the reasons Ruger designed an entirely new cartridge to fit the existing action.
