Will it make much real difference? I imagine that we'll still need a PAL to buy guns or ammo, will sellers still have to record who buys guns? I'm afraid of it going through quickly and not really being dealt with.

Impossible to enforce.
Personally, I'll be glad that I don't have to ask "Mother, may I" every time I buy a gun. I've got my PAL, I've passed the gov't "test" of my lack of a criminal record, that I've stopped beating my wife and that I'm not a certifiable nut-job. Whether I own one or a thousand guns shouldn't matter any more.
