I've heard a couple stories about this, none of which I can attest to. One is that Sweden continued to do business with Germany during the Nazi years and obtained some commercial 98 actions from them. Another is that they bought their own 98 tooling and manufactured their own. The actions were supplied by FN. There are FN markings and serial numbers stamped on the bottom of these actions. Husqvarna added the barrels and stocks.
