Hypothetical question. You have an immigrant who cannot prove he has the right to be in the US, however he has no passport ( destroyed it) and no papers to prove either a nationality or name. He refuses to say where he originated. What do you do with him, where do you send him back to? Mexico, el savadore, Panama, Haiti or wherever, are not going to accept non citizens.
