By definition, half of the population has below average IQ. Trump has a deep understanding of this from network television. Every element of policy must have a marketable shell with details obscured. Limit the vocabulary to that of an eight-year-old, twelve year-old at maximum. Sponsors want a return for their support, from a mass audience if possible. It if takes more, limit the discussion to a selected audience. Appointees are telegenic wherever possible. No Madeleine Albrights for this administration. Flood the Zone.
