CITES Application Question
Guys,

I am doing a leopard hunt in Zim in late May, and I am in the process of filling out the USFW application form. The following question is on the form.... What do you guys normally check/fill out for this question?

I have answers to all the other questions... Thanks for the help..


Question:
Have you obtained all required local, Federal, or foreign government approval(s) to conduct the activity you propose? (Be aware that there may be other requirements necessary to conduct this activity such as a hunting license or collection permit.) Yes (provide a copy of the approval(s)) Have applied Not required

If you have a copy of your hunting permit for the leopard from the outfitter you have used, put "yes" in the blank and include a copy of said permit. If you don't have the copy, just put "Have Applied" and it will be just fine.

STGS, If you receive your CITES export permit right away (I've received them in as few as 28 days) any delays on the part of Africa, may have you in a bind. If it expires before you get your paperwork and shipping dates, you will then need to reapply to renew your US CITES permit. On Leopard in the past, I waited until I returned home to apply. However, one time it took the USF&W 5 months to return mine. Think about scheduling and make sure you export with someone who is currently exporting in 3-4 months such as Andy Hunter. just what david says, your odds of getting your cat back in less than a year IMO just aren't very good. (i'm still waiting for one i shot in 09).

IIRC you are hunting with ZH. Yes?

If so, the answer on the CITES app is yes.

If you get a cat, ZH will have it to you before the Texas deer season opens this fall.

I would not apply for the permit until after the leopard is taken.
1)Time of processing the application was about a month when I did mine.
2)Also, it expires in a year and it could take that long or longer to get the cat shipped to you.
3)What if your hunt area changes due to unforseen circumstances and your permit is no longer valid.
4)Leopard hunts are not a sure thing and you may not need the permit.

I will have to look back at my last two CITES apps. I think I've always checked "yes", but I do not think I've ever attached any "approval". I'll look at this tomorrow.

This is what I recommend as well unless the safari company requests that you do this before the hunt perhaps to cover some requirement on their end (perhaps based on the misunderstanding of the requirements here in the US).

As far as USFWS is concerned, the permit is for the legal importation of your leopard into the US, NOT a permit for you to hunt your leopard. If you do not get the leopard you have paid for a permit that you do not need.

Others may have different opinions on this but that is my take on it.

I have not heard of anyone adding attachments or copies of their hunting license etc.. to a CITES application.

Not till you get home. Fill it out no dates and when you get home mail it to USF&W along with a finished filled out return priority envelope. Your dates will be lengthened.

On my 2010 application I checked "yes" and wrote "Leopard is on current quota". I'm sure I did the same in 2009. Worked fine both times.

Thanks Will and everyone else for the insight and suggestions. I think we have a plan. Now if only Mr. Spots will cooperate we will get to use that plan.
