"A specimen of a CITES-listed species may be imported into or exported (or re-exported) from a State party to the Convention only if the appropriate document has been obtained and presented for clearance at the port of entry or exit."

Now, most advertised hunts I see say there would be a CITES permit fee for animals that require it to be paid at the end of the hunt.

What if one does not know where the trophy will be sent for sure at the time of the hunt? Can the permit be acquired prior to the export process?

An example could be someone holding their tusks for import into the US, giving up on USFW and wanting to ship it to a residence elsewhere.

They would likely hold out on working on the export permits until you knew where you wanted them shipped.

Going with your example - Keeping the tusks in storage until the dust settles from this sh*t storm in DC, then working on export permits once the coast is clear. If they decide to uphold the decision, then you could just put the shipping information to the new destination on the export permits.

It's possible to change the export paperwork, but from what I've found it's a real pain.

What you will have to keep in mind in RSA. Trophies that are exported are not subject to VAT. The last I know is that the outfitter/ph must proof that the trophies are handed in at a taxidermist within a certain time frame, if remember correctly it is 6 months, the trophy must then be exported in a certain time frame. If not the outfitter/ph will be/can be held liable for the VAT discount that they received. The cost will then be added to your account.
