Can a stock pre64 m70 barrel at .277 be re-bored to a .284?

I want to make a 270 into a 7x57.

No, definitely not; look at the bore diameter on a 7mm.
It is .277. So, there is no meat to clean up when reaming.
New barrel is in your future.
Anyway, the 7mm is shorter in case body, so the barrel would have to be set back, if it wasn't for the bore thing.

DPCD said it all - even if the barrel had been a 280 or 7x64, the 7x57 is shorter -- you can achieve the same results with heavy 270 bullets going slower -- this is an expensive way to gain .007"

Yeah, leave it be and down-load the .270 if necessary. Find a good Mauser action for a 7x57. I have a M24 Yugo action mated to a 1908 DWM NOS barrel if interested.

I have sort of been down that road with a super nice barrel that is engraved and has integral furniture. Danny Peterson at cutrifle.com advised me that the next larger practical bore size above .277 was .308. The barrel became a light contour .30-06 instead of a .280.

For all practical purposes a 270 is a 7mm..If you want a 7x57 load the .270 down about 5 to 10 percent..That's easy enough..but in reality the .270 is probably a better caliber than any 7mm, but not my much..I prefer the 7x57 to almost any caliber, but I don't have a .270..If I want a little more punch or trajectory than a 7x57 I shoot a 30-06..and I get a "little more"

7x57, 270, 284 Win., 280 and its get, are clones with a some what different shape..The 30-06 gets a bit better by a little bit and does a better job on elk and up IMO..
