Annealing an action

With all the posts of rehardening, which I find fascinating by the way, the topic of annealing has been brought up more than once.

Since I don't want to hijack anyone's thread, I will ask it on my own:
Who does annealing? Who can be trusted to anneal my actions? How much can I expect to pay?

As I write this, I am gazing at a pile of files, diamond hones, and various other abrasives and thinking this annealing bit seems like a damn good idea, I wish it had come up before.

Do bolts get annealed/hardened or just the receiver? What about the lugs?
