I have a buddy who would like to build a 338 Lapua rifle, starting with a Model 10 Savage action.

Unfortunately neither he nor I can find the action alone for sale. And Savage doesn't sell them outside of fully assembled rifles.

For you professional builders, can you advise me the best way to tackle this, or where I should be looking? Thanks much!

You buy a complete rifle and throw everything away you don't want. Gun broker.
I recommend a 338 RUM for conventional actions; Not that they will blow up, but the safety margin is greater. Lapua case heads are, wide. Backthrust you know.
I know remington does it, but other makers, like Savage and ArmaLite, developed bigger actions for the Lapua.
Anyway, used rifles are the best place to get actions.

Thank you guys. This is much appreciated.

I wanted to make sure there were no uncommonly known suppliers for this type of thing.

Jeff is right; the most cost effective way to get a Lapua is to buy a savage, for sure. I have an ArmaLite (first one built), which works very well.
