The big car/vehicle rental company's sold off their inventory to cut losses during the shut down and have not been able to replace it after. So the simple answer to your question is, Yup! That's if you can find something to rent!

ArnietI just got back from a 2 week trip. I rented a truck camper in Fairbanks on a 4X4 2018 F-350. Same price as the past 2 years. I think they recently raised prices about 10%. Check prices and reserve to lock in those prices, if you find them reasonable.

We used truvio or something like that to rent a Toyota from some guy and it worked fine.
Sort of like Airbnb.

look up the canadian side of the website and the outfitters issue and you will get a picture as who is paying at the end ...
