You are correct. At least for the Kamchatka area. The Russians are in the middle of a big pi$$ing contest as to which government office should regulate hunting. They had better work it out post haste or I am pulling the plug on my May '06 bear hunt. And to think I gave up Africa in '06 to do this hunt!! I must be friggen nuts!!!

Spring hunts cancelled. Maybe fall hunts will go forward. Who knows on next year. Like I said have your friend stay in close contact with the outfitter. Some folks actaually got in camp this year and found the season was closed.
