What is going on in Kenya?

I wasn't sure where to put this post so it ended up here. I met a gentleman in El Paso this week who is a fiber optic tech. He told me that a 5-G communication network is being built in Kenya.
He went on to tell me that the US military is the only other in the world at the present time to have such a thing. I was dumbfounded that it was being built in Kenya and he himself had no explanation for it. After talking to the guy I could reasonably tell he knew what he was talking about as he has traveled extensivly throughout North America installing fiber optic systems.

Does anyone have any idea why this system might be built in Kenya of all places?

Tokyo has had 5-G since 1999.

With 5-G you can do video communication on handheld phones at about 5 frames per second.

IIRC, about two years ago, Dept of Defense pulled Africa out from under CENTCOM's responsibility and started AFRICOM. It gave AFRICOM their own 4 star to fight the GWOT in Africa. My guess is that all this commo upgrade in Kenya would be to upgrade covert capability in Somalia.

NOOP it is to up grade communications(phone and internet) in kenya since there old system was wire and poles and high speed internet was a joke. and the goverment is going to steal most of the World Banks money who was footing the bill and put it in there pockets instead of the promised upgrade.
