New surveillance footage and audio has been released from the United dragging incident that caused a firestorm of bad press for the airline earlier this month. NBC News obtained surveillance footage and 911 audio that shows a new side to the incident in which Dr. David Dao was forcibly removed from an overbooked flight to make room for crew.

Meanwhile, statements from the officers involved in the incident have finally been released, thanks to a Freedom of Information Act request from the Associated Press. Once the plane was boarded, audio reveals how gate workers had to call airport security to forcibly remove Dr. Dao from the plane, who refused to give up his seat to make room for crew members.

'Were they drinking, were they doing anything like that?' the dispatcher asks in the call.

'No it's something with an oversold, involunteer [sic] something like that,' the caller responds.

'Oh you guys overbooked the flight? This is a departing flight?' the dispatcher asks.

'Yeah,' the caller responds.

Another frame shows Dr. Daos' wife running off the plane, and then back on when her husband tried to take back his seat. The surveillance footage then shows an aviation security car pulling up to the plane, and then guards boarding the plane. Not long after, Dr Dao's wife is seen running off the plane, and then quickly running back on.

Witness video from the plane showed Dr. Dao refusing to give up his seat, saying that he had to treat patients the next morning. One of the three officers then rips Dr. Dao from his seat and drags him down the aisle and off the plane.

Once back at the gate, Dr. Dao then ran back on the plane and refused to move again. The new surveillance footage and audio was released as the Associated Press obtained the security guard's side of the story.

The city's Department of Aviation released the officer's report of the incident Monday in response to a Freedom of Information Act request by The Associated Press. The report reveals for the first time the officer's version of what happened aboard the plane at O'Hare International Airport on April 9. It also identifies the name of the officer who dragged Dr. Dao off the airplane - James Long. Long claimed that Dao flung himself into the armrest. He also claimed that he had to drag the physician off the plane because he would not move.

Long said he approached Dr. David Dao (pictured) to ask the 69-year-old physician to get off the plane. He also claimed that Dao flung himself into the armrest, and that he had to be dragged off because he would not move. In the report, Long said he boarded the United Express flight after being called in response to a disturbance involving two people regarding a refusal to leave the aircraft.

United has said four passengers had been ordered off the airplane to make room for four employees to fly to Louisville, Kentucky. Long said he approached Dr. David Dao to ask the 69-year-old physician to get off the plane. Long said Dao refused and 'folded his arms tightly.' Long said he reached out to 'hold' Dao and was able to pull him away from his window seat on the aircraft and move toward the aisle. 'But suddenly the subject started flailing and fighting,' Long wrote.

Dao then knocked Long's hand off his arm, causing the struggling Dao to fall and strike his mouth on an arm rest on the other side of the aisle, according to the report. He claims that he then dragged Dao because due to the Doctor's refusal to stand up.

Long has said he wrote the report and gave his version of events only because he faced losing his job. The video taken by a passenger shows lots of screaming coming from behind the seats, then Dao being dragged by his arms down the aisle of the plane as the other passengers react in horror.

In a separate report released Monday, labeled a 'Hospitalization Case Report,' the Chicago Police Department said Dao was observed striking his face against an armrest as aviation officers 'attempted to escort' him from the flight. Neither report details Dao's injuries, but at a news conference days after the incident, Dao's attorney said the doctor suffered a broken nose and a concussion, and lost two front teeth.

Long said he was able to remove Dao from the airplane, and that once off the plane and in the walkway back to the gate, Dao said he was a diabetic, but then got up off the floor and ran back onto the aircraft. Long alleges Dao, while running back to the plane, said that they'd have to kill him.

The report jibes with comments that United CEO Oscar Munoz made in the aftermath of the incident, in which he called Dao belligerent.

Munoz later offered a more emphatic mea culpa, saying: 'No one should ever be mistreated this way.' The aviation department has also profusely apologized and vowed an investigation

Dao's attorney, Thomas Demetrio, told NBC's 'Today' show on Monday that he intended to file a lawsuit.

The aviation department also released its use of force policy, which was sent to all officers after the incident.

It says aviation security personnel should use force only when 'reasonably necessary to defend a human life, effect an arrest or control a person,' and that the force used 'shall only be that which is necessary to overcome the resistance being offered by an offender and to effect lawful objectives.'

No matter what comes out.

No matter what had happened.

Anytime a passenger gets issued a boarding pass, and gets to his seat, there is no excuse for the airline to remove him to make place for one of their crew members.

I have to agree. It was their fault for overbooking the flight. Maybe they will learn a lesson.

They should not be bumping a passenger already boarded who was in their seat. On the other hand, the doctor acted like a total ass. He gets little sympathy from me for his behavior. Sounds like some of his injuries were self inflicted.

There were plenty of ways that this situation could have been addressed however, it does happen that the plane is loaded first before folks are asked to give up their seat for compensation.

Once again BEFORE you purchase your ticket, you should read the fine print on how the carrier can legally ask you to give up your seat. If you purchase the ticket and then decide not to comply, expect to be escorted off the aircraft.

If you don't want to risk even the remotest possibility that you can be bumped off a flight, consider renting a car. The federal regulations and the carrier stipulations are crystal clear. There really should be no surprises here...

Apparently United doesn't read its own fine print.....

Unfortunately, Dao became combative with the airline crew before being forcefully removed.

Under United's Contract of Carriage (COC) Rule 21 Section H Safety:
    UA shall have the right to refuse to transport or shall have the right to remove from the aircraft at any point, any Passenger for the following reasons:

    Whenever refusal or removal of a Passenger may be necessary for the safety of such Passenger or other Passengers or members of the crew including, but not limited to:

    Passengers whose conduct is disorderly, offensive, abusive, or violent;

    Passengers who fail to comply with or interfere with the duties of the members of the flight crew, federal regulations, or security directives;

    Passengers who assault any employee of UA, including the gate agents and flight crew, or any UA Passenger;

    Passengers who, through and as a result of their conduct, cause a disturbance such that the captain or member of the cockpit crew must leave the cockpit in order to attend to the disturbance;

    Passengers who appear to be intoxicated or under the influence of drugs to a degree that the Passenger may endanger the Passenger or another Passenger or members of the crew (other than a qualified individual whose appearance or involuntary behavior may make them appear to be intoxicated or under the influence of drugs);

    Passengers who have resisted or may reasonably be believed to be capable of resisting custodial supervision;

    Passengers who have or cause a malodorous condition (other than individuals qualifying as disabled);

    Passengers whose physical or mental condition is such that, in United’s sole opinion, they are rendered or likely to be rendered incapable of comprehending or complying with safety instructions without the assistance of an escort. The escort must accompany the escorted passenger at all times; and

    Passengers who are unwilling to follow UA’s policy that prohibits voice calls after the aircraft doors have closed, while taxiing in preparation for takeoff, or while airborne.

I think anytime an airline bumps a passenger due to overbooking, they should be required to give each passenger two first-class roundtrip tickets to anywhere in the world that they fly. These tickets would have no expiration date.

Being bumped from a flight can often cause passengers to lose money. United screwed me once on an overseas flight, and it cost me $250.00 for a non-refundable hotel room in the destination country. (I was catching another flight the next day.)

Once I was stuck in King Salmon after giving up two flights in two days to bear hunters right before the season on their way to their destinations

Being stuck in King Salmon for two days would be an eternity, bars or not. I had to overnight in King Salmon back in Sept of 1981, returning from a moose hunt near Port Heiden. I remember several things from that night...

1. My 'motel room' was about a foot longer and wider than the single bed.
2. Military personnel burned down their barracks at the base that night.
3. My frozen New York Steak dinner cost $50
4. 2 bored and drunk commercial fishermen tried to kick my ass in the bar at Eddie's and I was saved by the bartender who came out swinging a baseball bat!

I'm not in a hurry to re-visit King Salmon.

Overbooking has been around for a long time !
It's due to 'no shows'
I once got very nice treatment because I cancelled instead of being a no show .They thanked me and went to great effort to get a perfect return flight , a perfect one ! Big Grin

Im betting the good doctor will be able to buy the airlines after the court rules in his favor! Wish it had been me, Id be able to buy all the rope horses, guns, safaris in the world for the next 10 years if I can just last that long,if not I would have left every AR member a hundred grand in my will even Jeffe! rotflmo
