Question regarding regulation of travel agents, booking agents

I know that travel agents in most states are subject to state law that requires deposit of funds in a trust account. I assume that they remain there until earned or paid to an airline, hotel, etc. Is it possible that any of these laws could be construed to apply to booking agents? They do act similarly.

In Florida at least they absolutely apply, as , here anyone who sells any part of a travel/vacation/trip whatever, must be licensed and bonded as a travel agent [this includes booking agents obviously].
