Temerary Firearms Export Permit Process( non US)

It seems that ever changing gov't has decided to change the process once again for Temporary Export permits to other than US destinations. They are no longer faxing out the forms as in previous years. There are now 2 was to do this:

1)Download the documents EXT1042 and EXT1042-2 from International Trade Canada website:
http://www.international.gc.ca/eicb/forms/formlist-en.asp
Fill out both copies and either mail or Fax in. The address and fax # is on the form instruction sheet.

2)Complete online at EXCOL
https://excol-ceed.gc.ca/excol/Home.aspx

Notes from EXCOl process:
Click on Firearms
EICB # (leave blank)
GST # (leave blank)

Fill in each tab of form with information as possible (Applicant, Exporter, Consignee note: you are all three). If there are errors on the page they will be highlighted at the top of the page and get ** at the appropriate box.

Items tab:
Temporary: x
Reason: Hunting
Comments: Hunting
Name on Lic: yours
Lic #:yours
Next you will need to add an item
Fill in information. You will need your Registration Certificate No., Serial No., Make Model,
Fill in information on gun,
Class: non restricted
At the bottom of the page ther is an ECL # box,
Click on Add ECL
ECL# is 2-1.a (this can be found at http://www.international.gc.ca/eicb/military/documents/...tcontrols2006-en.pdf Page 83 of the pdf document. Read note # 4 on scopes, I took it to read that if it is lower than 4 power and not a military scope it is not controlled)
Click on green check mark beside ECL # ( note: they only list ECL No. for firearms so there is nowhere to include ammo)
Once everything is OK Click on Accept at bottom of page

If you have more Firearms enter them as above.

Documents
I attached my safari letter of invitation that I had scaned as a pdf file.

Distribution
How they are going to send it to you. ( mail, Courier etc)

When everything is completed and correct as possible note the refernce Id number above tabs of forms. Save this number because you can check for form status later.

Click submit above tabs.
You will then have a print preview option on the page. Click on this and save/print it out. Check for errors in form. If you have errors use the back button to change them.

When everthing is good. Type in your name in the yellow box and click submit.

If you get bumped out of the forms before you submit your application, you will have to start from the begining. My first attempt took 3 seperate tries get it completed. If you have trouble you can call International Trade direct at (613)996-2387.

I applied online via EXCOL about a week ago. I got bumped out repeatedly, and struggled over a two day period to get my submission accepted. Finding the ECL# was the biggest challenge, but eventually I found it after reading web page after webpage of government dreck. I wish I had your instructions in hand before I started, but imagine my elation when the message, "submission accepted" came back. I could not find a way to include the scope, so I let it pass. Maybe that was a mistake. I'll let you know.

when I filled mine out under applicant comments I stated that the firearm had scope attached, I'm still waiting to see if it worked

I phoned International Trade Canada this morning and asked them about scopes. I was told that I needed an export permit for them as well. They suggested that I fax them a note with the scope info on it, and reference my Reference Indentifier number for the original on-line application. They noted that if I had more scopes than guns, I should specifically note that the extra scope was an emergency spare. I think Axle's suggestion of including scope info in the comments section on the on-line application, is a good one.

The chap at Int'l Trade that I talked to was pleasant and helpful and seemed to want the application process to go quickly and successfully.

I will let you know how I make out.

I did not make out well! I didn't attach supporting information, and I got the consignee info wrong. My application was dropped, and I was asked to try again.

So I did.

This time I got the consignee right. The consignee is the outfitter in your desination country. You will need a "letter of invitation" from him as supporting documentation. For supporting documentation, I also included a cover letter, the letter of invitation from the outfitter, my safari contract and my itinerary. The cover letter and the letter of invitation were Word documents, and the contract and the itinerary were scanned Jpegs. Be careful with file size - if they are too big, the system will balk.

So, I did all this for the rifle. Now you go back to the beginning and do it all again for "Other Controlled Goods". This separate application will cover your scopes and your ammo. Include all of the same supporting documentation. Eventually they plan to combine rifle scopes and ammo into the same application, but they are not there yet.

So, it's all submitted, and I await further developments.

The good news is the folks at International Trade Canada are very helpful, understand that you are just a hunter that wants to go to another country to hunt, and sincerely try to aid the applicant in making a successful application. Unlike most places you telephone these days, you actually get a human being the first time you call, and they actually are familiar with your file. On person I talked to was familiar with rifles and we got into a discussion comparing the recoil of a 375 H&H vs a 458 WM. The system is complex and NOT user friendly, but they do their best to help you through it.

All of this stems from Canada's participation in UN attempts to curb the worldwide, illegal flow of military weapons. Hunters, while not the object of this program, cannot help but be caught up in it. One fellow I talked to said by doing their due diligence, a Canadian firearm export permit in the hands of a Canadian hunter will smooth passage between countries considerably for hunters travelling with firearms. I offer no opinion on this, but am merely reporting what I was told.

I will submit further updates as matters progress.

My export permit came in the mail yesterday. I also got a call from Emirates that the Dubai police will permit me to transit their country with my guns. Smiler banana Looks like I'm now completely compliant with my travel plans.
The export permit includes a form that has to be filled out after you return by a Canada Border Service agent or by an Authorized Firearms Verifier to 'verify' that the guns return to Canada. Always nice to see that our gov't will not/does not trust us one inch. Roll Eyes
You would think that we could just fill it out ourselves and mail it to say we return with our firearms.

As for other govt's giving any additional weight(smoothing passage) to an export permit, I highly doubt it. If your ducks aren't in a row yer up a certain crik. If this was a truely a UN thing, wouldn't all the other countries that are members of the UN (EU, US) require this also? My personal opinion is it is just another buracratic paper trail.

I will second the helpfulness of the person I spoke with at International trade. He was very friendly and we spoke for most of the phone call about my 505 gibbs and his 458 lott (recoil differences mostly). It was refreshing given the normal attitude usually encounter when dealing with some federal gov't employees. The CDN CITIES people could take a few lessons.

Well I called export control to inquire about my permit and was informed it would be mailed out today. Problem is I leave tomorrow. I informed the fellow I talked to about this and he was sympathetic to my plight and E-mailed me copies of my permits. I have never had such a good experience dealing with a branch of the government, both people I dealt with showed a genuine interest in my trip and wished me luck on the hunt. If only the other government branches were this helpful.

Having been born and grown up in Canada ....now living/retired in the US .....right now visiting family in Canada.....I profoundly appreciate NOT now living in Canada. The prices of consumer goods are predatory, as are taxes. Services suck, especially the "free" health care (80% of Manitoba gov't. medical funding supports aboriginal Canadian medical needs, from which virtually no supportive tax revenues originate; hospital waits for surgery are months-long; physician graduates head for the hills (USA) in droves, to earn a decent living). Air Canada will now no longer accept pets for transport. Canadian airlines charge for firearms transport. Canada requires payment to temporarily import a firearm for use in Canada. I am sure that this diatribe will elicit "Go back to the States where you came from" from Canadian AR members....whom I do not wish to offend by expressing my feelings. I just get sick of what Canada has become (I recall a WONDERFUL country in my childhood), when I visit my 93-year-old mother. OK....I will disappear. Let the abuse begin!!

Conifer...........I am not going to dump on you but..........to hunt in the US I have to apply 3 months in advance for a firearms permit from the BATF and have a copy of the hunting licence, gee that is convenient. I'd rather pay the US gov't $25 and get it when I cross.

Yes we all think Air Canada sucks. The trend is towards extra fees though as lots of airlines are in the process of starting to tag you for the second piece of luggage.

Yes the first nations do take a fair chunk out of the federal budget. It sure is a good thing the first nations people in the US do not cost you guys any tax dollars.

Yes the doctors and nurses are heading state side in a steady stream. Of course that would have nothing to do with the various states coming up here and offering the medical students packages several years before they have even graduated. All I can say is thank God there are so many South African Dr's that want to come here or we would indeed be in trouble. There must be something good about Canada as the SA Dr. in the town nearest me loves it here.

Yes the wait times are terrible although from my experience the wait time in Manitoba is far less than in BC or Alberta. I just had knee surgery done last year. Waited 3 months and it cost me $0.00 Somehow I manage to live with that inconvenience when I think about having to shell out $400 to $500 a month for medical coverage or $20,000 for the knee surgery.

Canada does have some problems, but paying $25 for firearms permit is rather way down on the scale of important issues.....get over it. US hunters have been paying fees for firearms permits, visas, etc to hunt in other countries for decades.

If you don't like the prices here.....well neither do I, but compared to the EU.......it is still a bargain.

No Canada is not perfect.............not by a long shot. Glad to hear you are enjoying your retirement in the US.

I have just received my Firearms temporary export permit, including the piece that has to be signed off by a customs agent or a verifier upon return. What a pain!

I applied separately for my scopes and ammo, but have not received this permit yet. Presumably it will be sent under separate cover.

I now have received my Other Controlled Goods temporary export permit, which covers my rifle scopes and ammuniton. I have to submit proof that these have also been returned to Canada, with the obvious exception of expended ammo.

I am told by International Trade Canada that eventually the Firearms temporary export permit will be expanded to include scopes and ammo, thus requiring only one application. That seems eminently reasonable.

I am fully "papered up" and good to go.

What a world we live in!
