So a new commander is assigned to a remote base. He goes on a little walk to see the facility. Presently he comes upon two privates standing guard in front of a bench. He asks what they are doing. "Guarding the bench, sir! The previous commander set up a schedule and right now it's our turn."

The commander calls the previous commander who tells him the schedule was in place when he took over so he just continued it. He figured it was some sort of tradition. Same response from the commander previous to him.

He finally calls the man who was in charge three before himself. He tells the old man that there are two privates guarding a bench round the clock. The old man replies, "The paint can't still be wet!"
