what accuracy can you expect from a ruger mini 14 target, shooting 40gr varmint bullets(.223)?

and what is the safety like(does it only block the trigger)?

to put it another way:
will it consistently shoot 1.5moa or better(3-shot groups)?

It lifts the hammer off the sear. I always liked my mini's safety. As for accuracy - I was able to get sub-MOA groups with my original mini-14 with 10-shot groups but with some difficulty and using Varget class powders which made the cycling a bit violent untill I reduced the gas port size. I stuck with match bullets because they shot the best.
