You really want to go with the Grendel because the shoulder is moved forward increasing case capacity, and the brass availability is awesome = Lapua. Of course you could neck it down... .007 inches or so!

The .25 PPC was tried throughly in benchrest competition about 20-25 years ago. It still is revived/reinvented from time to time. Hasn't become popular, probably because there isn't much available by way of benchrest quality .257" diameter bullets.
