Its called the Outers Foul Out and its a very useful tool for certain uses. I use mine to get older abused barrels cleaned up. Pawn shop guns or surplus military barrels sometimes have so much built up carbon and copper fouling that the Foul-Out shortens a one week cleaning process to about 6 hours. But its overkill for routine cleaning of a well maintained barrel.
