Why stop at "11" wolves? I mean, what's magical about the number 11? Why not, say, a "Baker's Dozen" (13)? Or maybe 20? Who's calling the shots on the numbers? Buearacratic gnomes of the EU in Brussels? "Only accurate rifles are interesting."

Slovenian Forest service is making the proposal. Based on those numbers Slovenian Ministry of enivironment is setting the final number that is subjected to public consultation. Wolfs are rather touchy matter here. There was a project going on (71% EU commission funded) - read more about it here (English version is sadly scrubbed but you will get the picture). http://www.volkovi.si/?lang=en Anyway - they were strictly protected since WWII and at first only a couple were shot but the numbers to be culled are growing since. We are getting there.
