As a retired copywriter, the only criterion that matters is: Can it be quantified the advertisement does what the people who commissioned it want it to do? The acronym is DAGMAR (Defining Advertising Goals for Measured Advertising Response). The best television advertisement I've seen was for Volkswagen in the late 1960s or early 1970s, by Bill Bernbach of Doyle Dane Bernbach.

The spot opens with a long shot of a blizzard. You see a pair of headlights snaking along a winding road. Burgess Meredith, in a voice over, says: Have you ever wondered how the man who drives the snow plow gets to the snow plow?

Quick zoom to a VW beetle braking near a snow plow. Meredith says: Now you know.

This was better than the original Timex TV spots primarily because it made the accurate, compelling point that VWs could go where few others could with a sense of puckish humor while Timex bludgeoned you.

A writer-comedian, Stan Freeburg (spelling??), wrote TV spots that won Cleos (advertising's equivalent of Academy Awards), but they sold nothing.
