Everybody I see in that photo, other than the SS, is looking down with their heads bowed. Like you're supposed to during a moment of silence to honor the dead?

Maybe he was looking for snipers, we know the SS dont do their job! I dont know Mike, if I was near where the twin towers were, I might look up thinking about it, and picturing it in my head, no disrespect to anyone intended.

Iron sharpens iron. Maybe, he saw someone especially moved and it gave him comfort.

Not a God person, anyones version.
In high school a kid died in a snowmobile accident. They had a service at the school. The minister who did some reading, at the end said, we will have a moment of silence. He said I have been blind now for 4 years. Instead of closing your eyes, look around, see your fellow classmates and friends, I wish I could.
It's what I have done at every service since, I look and see how the others are doing, and handling things. Maybe wrong in some eyes, but it's my way.

Could be. Could be when Biden looked at his watch, he was just trying to figure out how much time he had before his next obligation as POTUS.

Which is the point. Where are all the folks that criticized Biden for his watch moment? And, why are they not similarly criticizing trump for gazing into the sun during a moment of silence for the 9/11 dead?

Most likely Trump was pondering whether to super size his McDonalds order or not.
If Biden had looked down, looked at the families or the caskets, I would understand completely, his looking in directions. Keep checking his watch, yeah, not so much. You can feel it's the same thing, but not to me.
