Housing costs are high because there are 400 million people where there used to be 300 million. New houses had to be built. In the interim, along with the increasing population, we had the increasing money supply, with the resultant devaluation of the dollar relative to the cost of goods and services. Will the tariffs affect the cost of building? Of course they will. When you tax the hell out of materials, the price is likely to go up.
