Back in about 1970 I was in a summer program at the U of Wisconsin-Milwaukee. People from various programs were housed in one of the dorms of the old Milwaukee Downer College. One of the attendees [a weird sort of duck if I remember right] was a resident of DC. He explained that back then it was quite customary [if not necessary] to carry "robbery money" if you ere out and about in DC. A would be robber was likely to be meaner if you had little or no cash.
