Hi is staying at a posh country house. All of the surrounding area is in lockdown. Only if you are a local can you get into the general vicinity of the village he is staying at.
That area relies a lot on tourism so im sure the local vendors in that village will be cursing the fact that non locals cannot visit the shops and restaurants, and I don't see that Vance or his hangers on are going to be eating and drinking in the local pubs or frequenting the local fish and chip shop.
