Can Texas annex Puerto Rico? i mean, sure, it's a crazy idea, but could we?

Texas is not an independent nation.

The feds could conceivably allow PR into the US and assign it to Texas… but that would be a major departure federally.

As a state.

They are not a state. They are an unincorporated territory of the US.

If they became part of Texas, then they would have representation in the US house and senate.

As they are not part of the us (a territory) the only way they can be added to the US is through the federal government accepting them into the union.

More likely they would be accepted as a separate state, but it seems that they never are willing to ask.

Statehood for Puerto Rico has been opposed by Republicans, Democrats have tried. Puerto Ricans voted in 2020 for statehood.

Do you know any actual history about anything?

States are not allowed to enter into treaties. That is a power given solely to the Federal Government. Specifically, the Executive to negotiate and sign with the Senate ratifying.

Also, Texas to take Puerto Rico would be a state seizing a Federal entity. Territories are under Federal Jurisdiction.

If PR were part of Texas, PR would have no independent representation. As part of Texas, Texas constitutional two Senators would represent them. Texas would receive more House members and EC votes due to added population; maybe.
