court has temporarily blocked a ruling from U.S. District Judge Tanya Chutkan regarding the funding of former President Joe Biden's climate programs.

The D.C. Court of Appeals halted the judge's Tuesday ruling that ordered Citibank to release billions of dollars in green bank grants as part of Biden's 2022 climate, tax and health care bill.

Why It Matters
The court's ruling is the latest development in an ongoing fight as President Donald Trump attempts to throw out Biden's climate and energy measures, and replace it with his cost-cutting and pro-coal agenda.

What To Know
In March, Environmental Protection Agency (EPA) Administrator Lee Zeldin terminated grants awarded to eight nonprofits through Biden's 2022 Inflation Reduction Act and tried to claw back the $20 billion fund.

Chutkan issued a preliminary injunction on Tuesday prohibiting the EPA from suspending or terminating the grants, ruling that the agency had violated the law. Citibank had received the funds, but refused to release them following a request by the current government.

The Court of Appeals has now issued a partial stay on Chutkan's ruling in order to give the court "sufficient opportunity" to examine it.

In its ruling, the court said that Chutkhan's reasoning for her Tuesday decision did not meet the standard required for such an injunction.

Zeldin likened the funds awarded to the nonprofit groups to gold bars being "tossed off the Titanic." Zeldin has also alleged fraud in the climate program, which Chutkan said she had seen no evidence of.

The D.C. Court of Appeals wrote in its ruling: "The purpose of this order is to give the court sufficient opportunity to consider the district court's forthcoming opinion in support of its order granting a preliminary injunction together with the emergency motion for stay pending appeal and any response thereto, and should not be construed in any way as a ruling on the merits of that motion."

Beth Bafford, CEO of Climate United Fund, said in statement on Tuesday: "Today's decision gives us a chance to breathe after the EPA unlawfully — and without due process — terminated our awards and blocked access to funds that were appropriated by Congress and legally obligated. After a yearlong application process, we were hired to do a job that we've done for decades: investing in communities and strengthening markets. We want to get back to work."
