Prediction in advance, vs calculation in hindsight. With a new administration comes new regulations, so predictive models need to be adjusted. Apparently, in hindsight, they were too optimistic in the impact of the current administration.
Also, model predictions and estimation aren't to be treated as truth, they are to be treated to gain insight into processes and trends.

To answer your question in good faith, the best way to correct what you have observed is for Congress to pass a bill that numbers will not be reported after x, y, z to prevent the adjustment.
