That's the safe presumption.
With him, it's entirely possible that he sent a mission to bomb some empty or even supposed caves out in nowhere land just for the publicity op - to show strength to the true believers.
Yes, it's that bad. It's the setup he created.
My advice is never get used to it or over it. Never assume anything he says is true. Always wait for evidence or proof and consult the truthsayers.

The USSR, Germany, France, (and if Naki has it right about Churchill and the Bengal famine) UK, China, Japan, and DPRK all have more blood on their hands that the US. Pol Pot might also.
You do have a point that we tend to intervene militarily in other lands, but that is mainly due to our experiences in WWI and WWII. We are trying to prevent worse bloodshed that will get us involved later.
Are we right? I doubt it all the time.
Oh, and Agent Orange is probably killing more Americans than Vietnamese now. Our life expectancy is a fair amount longer and the diseases caused by agent orange are usually seen later in life...
