Trump's understanding of the matter is insufficient to form an opinion, or he's pandering to an audience.

The wind didn't blow the structures down, but it sure helped to fan the fires. Regardless of how they started, once started it would be impossible to stop them from spreading. Sure there were glitches with water delivery at first, but supposedly that was cleared within a few hours. Not enough personnel and equipment to service everyone either. There likely would have been a lot of squealing if the utilities had cut power to their service lines.
