The Texas Wal-Mart shooter killed 23 people and the feds took the death penalty OFF the table for a guilty plea? Texas still intends to fry his ass.

I suspect that getting the death penalty is considerably surer in front of a local jury under Texas Law than it would be in Federal court, and he has 90 Life sentences so he's not getting out.
