I would have to question the authenticity of the clip, although it is certainly possible he could have said that. As I recall, at that time, just like now, it would not have mattered what the proposal was, the opposition party would have shot it down. This is the foundation of western politics, always oppose, deadlock whenever possible. For bureaucrats, preservation of the gravy train is paramount. For the elected officials, keeping the trough available and full, so they can plunge their snouts in deeply, is at the top of the list, everything else is just lip service. Bill

All politicians are just us, regular people and they do realize that we cannot spend more then we make but then comes the special interest groups/lobbyists and next election cycle and then reality becomes something else
I have no idea how to change it but I’m glad Trump has the balls to at least try and we all know that particular try will be tough so kudos to him in my book
