No doubt that the whole government computer system needs modernizing. Even Walmart has a better system. There are allegedly dead people getting SS because SSA has never been officially notified of their death.

When my FIL passed away SSA clawed back his one overpayment so fast that I got whiplash from watching them do it.Normally a funeral home notifies the SSA of your demise.

My step dads SS kept paying for a year and a half after his death. That, despite sending an extra copy of his death certificate and monthly calls to cancel it.
When it finally got straightened out, they wanted the money back by the end of the month!
Depends on the desk it lands on I expect.

Actually death does not stop SS benefits as federal permits spouses and dependent children to draw based off a deceased person’s record.

As Back40 identifies if they over pay for any reason, they demand over payment reimbursement. Then the overpay recipient must show that reimbursement is legally impossible to pay. It gets complicated.

We knew it would get figured out eventually, so it was put into an account of it's own, to repay.
No big deal, just careless work on their part.

They also have "administrative finality" so if an overpayment goes on after 4 years they don't go after it unless it's fraud and they don't reduce the overpayment either.

Of course benefits stop for the deceased, thought that that was sort of clear.

The couple times I contacted SSA through my local office the responses were prompt and correct.
