Even if the rounds don't penetrate the vest, internal damage can kill you in the case of soft body armor.

I have a friend in the sheriffs dept. that when he joined up wasn't sure he trusted his vest so hung it on the clothesline + shot it with his 357. It went through, which didn't help his comfort zone. I have no idea what the brand was. This was about 30 years ago so I'm sure there have been improvements made.
