It's sort of a wall pedestal without the cut out part, if that makes any since

I believe they are a Barbary Sheep, Native to Northern Africa (i.e. Chad)?

You can free range hunt them in a few western States. Texas has them in the PD Canyon, and it's a tough hunt. Nice ram Jerry
