BriceOtter and wolf
I have a frozen river otter and wolf hide, taken legally in Alaska. Seeking a taxidermist with experience mounting these critters. I live in Seattle, but can ship. Reply here or PM.

Aspen Hill AdventuresYou should talk to Ron Newman (Widowmaker 416) from the forums here. I know he hand makes the forms for small animals. He may do that for an otter.

george roofYou have a couple of NTA Award of Excellence caliber taxidermists in Washington, but I'm not sure how close they are. Scott Brewer is in Spokane and John Cook is in North Bend. These guys are top of the line artisans.
