Larry, since Chad, north Africa isn't a destination for American's, I would recommend either a fair chase hunt in the Palo Duro Canyon/Texas or call Wendell Reich and hunt his Texas ranch. I hunted Aoudad with Wendell 3 times before I took my ram. Those things gave me a very hard time before I took this one:  Mine had 28.5 inch horns with 13.5 inch bases. Two of my clients have taken very nice rams there and Wendell has a very nice ranch with excellent accommodations. Rough country, but not as rough as the Palo Duro Canyon.
