I emailed Hornady asking for a heavier 35 Whelen bullet and got this response:

I would rather have a heavier 35 cal bullet, although the 250 will work on anything in North America.

Things seems to be getting better for the 9.3x62 the more the better

I believe one could obtain a bullet mould for a heavier .358" bullet for the .35 Whelen, and be able to fire it at velocities every bit as high as one could get if the bullet were a jacketed type. And since the objective of using such a heavy .35 caliber bullet would be enhanced penetration rather than expansion, the bullet could be made from heat-treated wheelweight metal, and, if of a flat-pointed variety at around 300 grains, it would be useful for game as mean and tough as Cape Buffalo (MV of +- 2200-2300 FPS.)

Woodleigh makes a 310gr .358, heard some guys have done over 2300fps in a Whelen.

I'd like them to make a 250gr bullet suitable for the wonderful 358 Norma Magnum!
