steer him towards a Stevens, Savage, or the new Marlin bolt gun, or, keep an eye to the used gun racks for something nice if "new" isn't important.

Here's all the review of the 770 you'll need:

I looked at these rifles while in Canada and I would never buy one, ever!

In the budget realm I would go with the Stevens 200, Mossberg ATR or Marlin XL7.....

The 710/770 etc are really terrible, just compare them in the store to these others and you will have no doubts....

The Rem 770 looks rough, and not in a rugged good way! Other options are out there as stated above. I would look for a clean Rem 700 or Win M70 on the used gun rack and you will have a hell of a lot better rifle IMO!

I'd put more faith in an old WWI Mosin-Nagant than in one of those Remingtons......

All that I can tell you is that if he is buying it new that yes he would be better served with a good used 700, or savage with a good bore.
However if he is buying used now and that is all that he can afford then while these things looked like canned cat shit they shoot very well and have the same adjustable trigger as a 700 and are plenty capable of doing him great service for many years.

(When I was a kid my father used to tell me that God hated a coward, I finally realized he has even less use for a fool.)
