Individuals cannot ship powder. It requires that the shipper have a hazmat shipping permit (although it can be shipped to a non-hazmat holder).

Just want to say (many already know) that Alliant Reloader 17 is the same powder as Reload Swiss RS® - RS60.

Here it is, but not cheap (about 930 USD per 10 kg drum).

Hope situation will get better, but...

Take your powder to a FFL holder and he can ship it to your FFL holder or direct to you... but you have to pay a hazmat so it cost a good bit say about $60 a pound. I just purchased 2 pounds of 760 and 2 lbs of H380 from Brownells...Folks tend to get perinoid these days and don't understand the law..You as an individual can ship ammo in the US with a simple ORD small arms shipment tag on the box, no need for anything else, and UPS will give you those free..
