just wondering when tuning for accuracy wether I should play with the CAL or the amount of powder first

I would suggest powder then fine tune from there.

If it's a caliber I've never worked with before, I usually start with the accuracy loads in the Sierra book if they're listed there. Otherwise, I'll look in the Hornady or Nosler manuals and perhaps Steve's Pages too. Normally, there's something in one of those locations. Then, I'll try a little bit faster and slower powders just to get an idea. After I've selected the powder, I start on seating depth. Also, when I first start out, seating depth is the recommended OAL.
