I can't comment on the little one, but the big one is almost certain a one-of-a-kind. Member: Orange Gunsite Family, NRA--Life, Varmint Hunters' Assn., ARTCA, and American Legion. Is the big one not a Herters? The small one looks like it is intended for reloading 12" for cutting wads???

I would be surprised if either one of them is a reloading tool. You might try the guy named pressman at cast boolits. He is an encyclopedia of presses.

The one with the wooded base is nut cracker. It may have been modified in some way for a reloading task. DR #2276, P-100 2021

I'm thinking the top one is a nut cracker also. I used on like that when I was a kid to crack pecan's.
