From Nick Harveys Practical Reloading Manual 61-63 grns H4831 He claims you can use 264 mag data. The 68 case is very thick, so it might be a little less capacity than the 264.

John I have a Voere rifle in 6.5x68 .It has a much slower twist than your barrel and the throat is quite long .My rifle will not group anything heavier than 130 gr bullets. I use RWS brass CCI 250 primers and 129 gr Hornady or 125 gr Partitions. The Hornady groups better but is a little soft so no close shots. The following are MAX loads in my rifle so I suggest you start about 4 grs below. 66 grs of H4831 and 129 gr for 3150 Fps 70 grs of IMR 7828 and 129 for 3200 fps Both of these loads group under 1 inch @ 100 yds. I've taken several deer and antelope with these loads and there is much less meat damage if shots are over 150 yds.
